How much does website design cost today?

Good day!
Practicing designers, tell me how much it costs today to develop a website design for an internal intranet portal of a medium-sized organization? Without layout, just a layout in Photoshop? At least the approximate cost of the first page (as I understand it, the next ones will be cheaper).
In general, how do designers evaluate their work? What determines the cost of the project the most?

As for cheaper than the following - absolutely not a fact. Usually the price for the main page is 1.5-2 times higher than for internal ones. The reason is simple - the main page involves drawing a footer, a header + recently, the fashion has begun to make the main page almost like landings. Thus, the designer spends most of the time developing the main page. In any case, when it is ready, it becomes much easier to create a design layout - by that time we already have some of the components that will be transferred to other pages.
The internal Internet portal of medium complexity, unfortunately, does not say anything. Complexity can only be determined by the designer or front/backend developers. A competent specialist knows how much which “fintiflyushka” costs.
Regarding the assessment - everything is individual. I have a regular table with calculations, where, after fully familiarizing myself with the project, I count the Story points, and multiply by the project complexity factor. Accordingly, the more complex the project, the greater the SP and the coefficient will be. If the project is simple enough - SP and coefficient will be lower. In addition, regular customers receive a lower (minimum) coefficient. They give me the job I need, and thanks to the minimum coefficient, I give them the minimum price tag for my skills (and everyone is happy).
The price, respectively, can range from $250 to $400 for an individual design. But before developing, you need to clearly understand whether the design really needs to be individual, or if a standard solution is enough for you. Ind. design creates costs at the production stage in terms of time and finances.
