How much does it cost to replace the cooling on the video card?

I recently thought about replacing the cooling on the video card, I play RPG games with modern graphics and do some modeling, and all this, of course, requires huge computing power from the card. Therefore, I noticed a problem in games and at work, the card does not overheat, but the temperatures are unpleasant (70+), I would like no more than 65, how much does it cost to replace the cooling with a GTX 1060 6GB on average?
A new cooler (with a large power reserve), a radiator, preferably with 2+ copper tubes and a new thermal paste, I would like to keep within 6-7 thousand.

70+ normal temperature. It is better to spend 1-2k on normal case cooling.
