How many licenses for Windows Server 2016?

Maybe someone licensed the server for win2016. It seems to be written clearly and yet it is not clear). Licensed by cores, for one processor there are at least 8 nuclear licenses in which there are 2 licenses each. But I have 6-core servers, okay, there is one server, I bought 8 licenses, two of them are not actually used. Then 2 more exactly the same north appeared. Bought 16 more licenses from which 4 are not used. Total 6. And so I buy the 4th server, where again there are 6 cores. I have to buy again 8 licenses so that 2 of them are not used and I have 8 unused ones or I can just activate Windows because I don't need to. there are 6 free licenses. After all, if I didn’t buy one by one, but would buy at once for all 4 servers, I would get 4 proces of 6 cores, 24 nuclear licenses. and not 32 if I bought piece by piece through a period of time.
Those. there are 4 6 nuclear single-processor servers. How many licenses do you need 24 or 32?

32. Licenses are tied to a specific server. One server cannot have less than eight 2-core licenses, regardless of the actual number of processors and cores.
