How many licenses do I need to buy for windows server 2019?

Hello. We purchased an Aquarius server with an Intel Xeon CPU E3-1240 v6 processor (4 cores), and a Windows server 2019 STD (16 CORE) license. I am a teapot in this business, and did not know that I need to buy CAL licenses. Please tell me how many of them you need to buy if we have 30 people working through a web browser from other institutions (they also work on home computers). And in our organization, 7 accountants work on the server via rdp (go to the accounting department) and approximately 35 people go to the network folder to exchange information. Please tell me what else I need to buy? Thanks
