How to license Win Server with Hyper-V?

There is a Windows Server 2012R2 Standard as a hypervisor. It also has three VMs 2012R2 Standard, these are: DC, MSSQL (Standard) subd server, and local IIS web. There are 80 users who connect to AD, 40 of them to sql and 40 to IIS.
Hardware: two processors with 8 cores, a total of 16 cores.
1) Is it worth paying for the Standart hypervisor or looking towards Datacenter (there are plans to add a VM with windows)?
2) How to license a third VM with Windows?
3) How to license MSSQL(Standard), pay for the cores allocated for it or for all the physical ones?
4) How many CALs are needed for users? (1cal=1user or a separate CAL is needed for each server)
PS do not poke rudely into microsoft links, I'm already tired of delving into them.

according to point 1: if you think that it will be more profitable to keep the planned number of VMs under the datacenter - take it. the cost of standard and datacenter differs by about 7 times. if you do not keep more than 14 virtual machines, standard will cost less.
according to point 2: buy a pack of nuclear licenses for windows server 2019 standard, covering all the cores of the machine (but not less than 8 dual-core licenses). this will allow licensing of the third and fourth (if any) VMs.
according to point 4: 1 CAL - 1 user (or 1 device). each server does not need a separate CAL, CALs - users or devices, if these users or devices connect to at least one server with windows server.
