Mass mailing via smtp.mail.ru (with a mail.ru account) is not allowed, this is prohibited by the user agreement, any mass mailings can be blocked. Use specialized mailing services.
There are no rate limits for mailing to mail.ru users. But if you suddenly start sending letters to a large number of users, then most likely your mailing list will be killed by antispam, because there is no legal way to increase the user base from zero to "many".
