OS win serv 2012r2 standard
In it is an application pool, access to the Internet.
The total number of licenses is 150.
At peak sits 120.
Usually - 80.
The network is divided into 2 parts.
In the open segment - 558
In the closed segment - 361
All those who are in the open segment will move to the closed one.
Therefore, the customer set the task
Please give suggestions on the number of additional licenses for Remote Desktop Services, taking into account the increase in the number of users to 700

I would advise you to contact M$ support. The question concerns money (and it seems like a lot of such money), so the support will advise you with pleasure and much better than all of us here - after all, we are not responsible for the money spent; D

I would contact several companies for which the sale of MS licenses is a core activity. And compared the answers and the cost. They advise, especially if the bill goes to tens and hundreds - extremely willingly.
