How many CALs do I need to purchase?

1 server 2012r2 file, wsus, IIS,
1 server 2012r2 controller, dr.web ess
1 server 2008r2 file
Network for 50 arm/users. Everything is activated by the left KMS.
It is planned to purchase 2 more servers for 1C: 2012r2 for the 1C server itself + terminal server, and a server for 1C database on Linux.
At the same time, it is necessary to license servers.
no more than 6-9 users will work on the future terminal server at the same time. Accordingly, I believe that 10 CAL and 10 RDS licenses are needed.
Or do I need to purchase CAL in the number of users in the domain (50)?

There are two types of licenses - per user or per device. In the first case, the license is assigned to the user, regardless of the number of devices from which he works, it is used when there are many users working from both work and home computers. In the second case, a license is assigned to a device (computer, laptop, tablet ...) regardless of how many users work on it, which is convenient when working in shifts.
RDS CAL should be taken according to the number of users or computers working with the remote desktop.
CAL - by the number of users or computers working with any shared server resources (files, printers), but not less than RDS CAL.

Cal is per user, but per device.
If on a device, then it fixes the license for a specific device, even if it is a local user, even if it is AD, and when it reaches the limit, other devices other than registered ones will not be able to connect. Here it is necessary to take not the number of licenses of simultaneous working users, but for the potential number of different devices. Used licenses can be revoked.
If per user, then the license is attached to a specific login, local or AD.

If you have non-person users.... and you decide to start with licensed servers, then there are several options:
1) buy 10 CAL and 10 RDS CAL
and persons per server and then slowly once a month, 5 persons per PC and voila in a year you are kind of white and fluffy
if plan 1 - switching to a full face for the authorities in a year is not suitable then ...
2) make servers and important PCs (accounting and beginning) fully licensed and prepare UNIX images for the rest in case of verification
3) Lead a pirate policy and
then I strongly recommend that you think about point 1, because if anything, they will ask you exactly,
or at worst point 2, but then smoothly move on to 1
