How long should it take to bind a domain to an ip?

How long should it take for, for example, a site on ip 11.111.11.11 to join the example.com domain, and what might it depend on?

If no one has accessed the example.com domain up to this point, then maybe instantly.
If addressed, then this appeal hangs in the cache. TTL is usually indicated in ns records, but some DNS servers may ignore it and work by default - store information in the cache for up to a day.
That is, in a day - the domain data should be outdated on all caches, and updated from your NS servers with fresh ones.
