How is Windows Server 2019 licensed when deployed in Hyper-V?

The situation is as follows...
There is a purchased Windows Server 2019 Standard. There was a need to raise a virtual machine with a domain controller (Active Directory) in Hyper-V, also based on Windows Server 2019 Standard.
Question - do I need to buy another license for Windows Server 2019 Standard again in order to deploy a domain controller on Hyper-V?
And one more question for backfilling. Is it possible to work with such a scheme - put a KVM or ESXi hypervisor on a physical server, deploy Windows Server 2019 Standard inside, and raise a virtual machine inside Windows Server on Hyper-V?

Standard edition allows you to run 2 more versions of the OS virtually on this machine (this was the case for 2012,2016), this is unlikely to have changed for 2019.
