How is this type of spam implemented through Google Analytics?

Good afternoon, comrades friends
About a year ago, I began to notice in GA substituted headers in the language pieces of requests, and not only language ones, like the user-agent was slipped with advertising. Let's drop the ethical side of the issue and look at the technical side.

Do you need phantom.js for this kind of spam to work? because as far as I understand, if you just change the headers and emulate traffic through curl to the target server, then GA will not determine this, because in fact js GA code will not run. Or I do not understand something?
