TTL - 1 is usually watched.
Those. on your device there will be one less TTL than on the device to which you distributed the Internet.
You can easily check (in the settings of the network card, increase the TTL by 1, in Windows - in the registry) whether the provider looks at this parameter or something else.
In modems, you are absolutely right, they also look at the SIM card, but also get by with a flashing.
