How is it legally correct to use music in your online service?

For example:
I want to write a blog about music. It will be able to listen to music that is already in the service (you can’t add your own and you can’t download from the service either), it will be divided by artists, albums, playlists, etc. inside the service it will be possible to add music to your playlist and listen to it in the future. In general, the site is an analogue of the notorious deezer. Bad business. The legal field of such services is in a terrible state. There are no unified solutions, in each case you need to negotiate on your own. Write letters to famous publishers like Warner Music and Sony BMG
