How do they broadcast (retransmit) ip tv through isecast into .mp3 audio format? Is it possible to transcode a video stream into an audio stream??

A "video" stream is actually a media container that contains channels with sound and channels with a picture. So you just need to pull out the channel with the sound, squeeze it (possibly) into another format and give it to the user.
