How is a web page configured for printing?

For example, there is a task, print a web page. But in a way that is easy to read.
It is clear that the layout should not go on the page for printing, extra decorative elements should be removed, etc.
Questions:
- do I understand correctly that this is a question for the layout designer, otherwise, if the page does not take into account the possibility of an adequate printout, then the layout defective? Or does it need to be discussed separately with the layout designer?
- what are the pitfalls with printing pages?
Is it appropriate to mention browsers here? For example, printing through chrome or printing through opera, is it the same thing?
- do I understand correctly that I can decide for myself what should go into the printout file and what should not? For example, I came up with a page and I want that when printing there are only certain blocks, with certain styles, including possibly with other fonts (not for the screen) + with other font sizes.
In this case, can I write a specification for the layout designer, how should the page prepared for printing look like if our printing is not default?
