How is a static site indexed?

The site is built on Jekyll. The data is constantly changing, including the RSS feed and sitemap.xml.
Question: if you completely upload the site to the hosting again, does the indexing change?

PS has priority on content. If it does not change and is always located at the same address, then upload the site again.
If addresses change - 301 redirect.
If the content itself changes, then the indexing will change.
If the code (template) has changed, then it may change, usually insignificantly.
If by changing RSS and sitemap we mean adding new pages, then the indexing changes in a positive direction, unless duplicates / similar pages appear.
