How is a framework different from a development environment? What is generally included in the concept of a framework, and what is not?

The development environment is: room/chair/desk - computer/keyboard/mouse - OS/network - editor (possibly IDE) - programming language used - (possibly frameworks and/or libraries used) - (possibly other systems: repository , continuous integration server, etc.).
Framework is (possibly!), a set of libraries/APIs and conventionsabout how and why to use them when creating programs. Although, the term itself is somewhat broader. It would be quite correct to say that Toaster provides us with a framework for getting answers to questions, and we use it. Of course, we could do otherwise, for example, throw questions into the sea in a sealed bottle, indicate the coordinates of the “throw-in” on the Toaster, and send the answers (if we wanted to and managed to catch the bottle!), Send by pigeon mail. At the same time, we would achieve the same goal, although with somewhat greater effort. But with the full and correct use of the framework provided by Toaster (i.e. following the rules and conventions), it is noticeably faster and more convenient :)
