How fast will Windows and removable media programs run?

There are PCs with good specs.

only option left is to install Windows on removable media.

option with installing an SSD in a box with a USB data transfer interface - the data transfer speed of a PC with an SSD will be limited by the USB bandwidth.

If the computer has usb3 and connect ssd and not a flash drive, then it is quite possible to use it.
