The management does not put forward strict requirements for the design, well, perhaps with the exception of the header and footer. The question is the following. Which is easier/better/faster to use phpexcel or fpdf?

I once solved such a problem this way: I generated an HTML file, then either submitted it for printing, or allowed it to be downloaded. When downloading on the fly, I translated the HTML page into PDF.
HTML is quite easy to fix if you need to move or change some elements.

HTML + mPDF -> everyone is happy.
You can store this HTML at the same time and allow it to be corrected (say, via CKEditor) and re-rendered.
