How does windows 7 define communication applications?

In Windows 7, in the sound settings section, there is such a tab where you specify how much you need to mute the sounds of programs when using communication applications. That is, if they call on Skype, the system will mute the music by the value specified in the settings, and after the conversation it will return to its place. I would like to know how the system determines that the application is a communication one? After all, the same Skype according to the scheme of work does not differ from the browser from the point of view of the system. Is some registry key or system call responsible for this? And is it possible to assign an arbitrary application as "communication"?
