How does Roskomnadzor block joshworth.com?

I'm trying to go to the following URL:
joshworth.com/dev/pixelspace/pixelspace_solarsyste...
and I see a stub from Roskomnadzor (provider Rostelecom). (If anyone cares, the page at the address is called "If the moon were only 1 pixel", apparently with some kind of visualization, I go there using the link from Coding Horror , there is clearly nothing to block it.) Interestingly, through VPN from , let's say France, I see the same stub. How?
I look at the address joshworth.com, it leads to 108.162.198.126, this is CloudFlare, I don’t know what to do next.
