What you call "filtering" is the responsibility of the provider (at least in the Russian Federation - for sure, in the Republic of Belarus and the Republic of Kazakhstan - I won't say for sure, but most likely it also exists). This duty is to comply with court decisions to block access to such and such a resource and he cannot fail to fulfill it . Otherwise, they will take away the license and that’s all - ala ulu.
By themselves (on their own initiative) providers do not filter content (although here they sometimes talk about under-providers of the small-town level who do this, it’s not clear why).
