How does ISP rate limiting work?

Let's say I download a file, my speed is 2 mb / s, the server gives me at a speed of 5 mb / s. As I understand it, the provider discards extra packets, storing some in a buffer? And does the server adjust to my channel, seeing a large percentage of packet drops?

Does not give, but can give. At the initial stage, the transmission rate is consistent, the data is transmitted sequentially.
Not really, shaping works a little differently.
