The algorithm is as follows (without a piece of paper - you ...):
1. Whoever posted a unique new name first, is the owner of the name (by default).
2. If someone posts the same - they require confirmation from him.
3. If this someone gives a piece of paper, then the rights from the 1st pass to the one who gave the piece of paper.
4. The application is blocked for the first one, along with a request to provide proof of copyright.
5. Next - a card game: the cooler your piece of paper, the more likely it is that you will not be taken away from this right and suddenly blocked.
