What is an application for Windows that allows you to download a torrent both on a computer and with the ability to send torrent download tasks to an android, that is, you could log in under some kind of account on the desktop and on the android, then download the torrent file on the desktop and send the task to directly the contents of the torrent were downloaded to the android device (similar to google play, xbox live)

There is no such. In reverse, you can still build it without special crutches, but there is no way to send it from a PC to download it to a bucket.
