How does chkdsk detect orphaned cluster chains in FAT32?

Is each directory scanned sequentially, the descriptors mapped to the FAT table?
Or is chkdsk not browsing directories?
Maybe in some book there is information about lost chains and how to fix them?

Think logically how you can check if the beginning of the chain is indicated in the directory and nowhere else.
