How does a VPN server work in Windows 8?

I ran into difficulties in the following situation: I have Windows 8 behind the nat router, you need to configure a VPN connection to it. Created an incoming connection, configured everything in Windows.
On the router, I made port forwarding TCP 1723, GRE does not know how to forward the router. So: Macbook and iPhone connect to this VPN, but Windows 10 and Windows Server 2012 do not. Error 806, swear at the lack of a GRE tunnel.
At the same time: a week ago I raised a VPN server on Windows 7, everything worked without GRE protocol forwarding.
Question: I read that the GRE protocol is necessary for the PPTP VPN to work, but why then does everything work on the MacBook, but Windows cannot connect? Why did everything connect without problems on the Windows 7 VPN server? Thanks in advance.
