How do you use the payoneer card, commissions?

I received a Pioneer card, I read the rates and I just can’t find a clear% description, they write vaguely, we can take a commission up to ....

1. If I pay through a terminal in a store in rubles, I get a master card conversion rate, and I am charged a commission of up to 3.5%, before this is a beautiful excuse and they take 3.5 or some other and specific percentage?
2. Exactly the same rate is applied when withdrawing cash in rubles through ATMs of third-party banks + $3.15 per operation.
3. As far as I understand, if I withdraw dollars from an ATM, the only fee that will be imposed on me is $3.15 per transaction, is that correct?

judging by some calculations, withdrawing amounts close to 100 thousand rubles through an ATM with conversion at the mastercard rate + paying a commission in rubles is more profitable than withdrawing dollars from a Raiffeisen ATM, and even more so from an Alpha ATM. Naturally, it is more profitable only on the day the funds are received, since none of us is insured that the ruble will not collapse again.

1. If you withdraw in the currency of the card, then the commission is 1.8% (cross-border payment).
If you withdraw in a currency other than the currency of the card, then the commission is 3.5%
2. The Mastercard rate is used.

2. You can withdraw bucks and convert already cash into rubles - it's cheaper.
3. You can not withdraw money automatically, but press the button in Pioneer every time - it's cheaper.
