How do I charge a customer for a money transfer?

Such a problem: the client complains, buyers buy the goods, pay for it via PayPall or a card (stripe), and he pays the percentage for the transfer. He asks me to add this percentage for the transfer when forming the final amount of the order.
I don’t have any questions about how to implement it, although if there is such an opportunity in Wukumers to add commissions to the payment for the order, then I will be happy if you tell me where, but if this is still not the case, then tell me how this commission is formed? What percentage is taken and is it fixed.

There is a paypal commission
There is a commission for currency conversion
There is a commission of the bank that issued the card, according to its tariffs
When paying, paypal has the opportunity to choose at whose rate to carry out the conversion, at the rate of paypal or the rate of the card issuer (mastercard / visa / ...), by the way paypal has a much worse exchange rate , moreover, a senile situation is possible when paypal converts the currency into bucks, taking a commission, and then this bucks converts the mastercard / visa into the card currency, also taking a commission, and then the bank will take it, because not a local transfer. .. but if the conversion is not done through paypal, there will be no extra commissions.
So, neither you nor the payer will be able to find out all these commissions BEFORE making the payment, the exchange rates are generally secret from card issuers, you can find out only yesterday's, moreover, the current exchange rate in the foreign exchange market and the issuer's rate may differ, while it is possible to go into minus on the card (overdraft, by the way, is perceived as a loan with a fucking percentage per day) .. in general, a mess in all its glory.
