How do you understand the phrase "New concept for the project"?

Basically, the whole point is in the title. This phrase accidentally caught my eye and the thought went in cycles.
In essence, a concept is a certain way of looking at things, etc.
How does this apply to projects (also this excuse for )?
Please help, there is no more sleep

you were still working at Western car factories. That's where the "surzhik" is ... the Japanese are especially cool - a Japanese-English-Russian mixture.
