I think the mainstream for web prototypes right now is Ruby on Rails. Because you can do simple things very quickly on it. Previously dominated by php.
The guys above correctly say that prototypes are written in the same way as stable versions, but they look at this matter exclusively from the side of developers, not customers. Still, writing web prototypes in Scala or Go is not the best idea.
For prototypes, absolutely the same tools are used as for stable versions. Moreover, the prototype is gradually moving into a stable version of the project.
