How do you solve the problem with content adaptability in CMS?

Hello, the question is: we are creating a small site for a client, we need a small content control panel. The site uses Bootstrap 3 for responsive design. In the control panel, CKEditor is used as a wysiwyg editor (can be replaced with another if necessary). The question is - how do you decide to support grid and other things from Bootstrap so that the client can do the layout and so on? So far I've only found this plugin -- js.plus/products/bootstrap-editor -- but it's paid. Is there something similar?

The question is both simple and complex...
Difficult because it is difficult to predict what the content writer will come up with... Such an editor will be quite complicated.
It's simple because the BOOTSTRAP COMPONENTS SHOULD NOT BE PART OF THE EDITOR. For example, if you have a grid, then make the number of inputs equal to the number of grid fields. If the exact number of fields is not known, then add them dynamically. The user should not be able to screw up .
