How do you calculate waiting times on Freelance?

I ran into an interesting problem the other day. Very often they say whether to count correspondence when working hourly or not. Usually such moments are discussed in advance. But if you work in a team, remotely, one of the employees moonlights on the project. He performs the function of a system administrator and may be unavailable for a couple of hours, or even all day. As a result, you need to wait until he sets up or gives access. It doesn't work, money is wasted. How do you calculate the waiting time? How did you solve this problem. Is this included in the hourly rate?

Is this included in the hourly rate?

Negotiated - paid, not discussed - not paid.
If agreed, then any time is paid, even if "we just discussed a couple of little things" ...

Usually not, actual work is considered.
But it all depends solely on the positioning of their work and the contract.
