How do search engines treat duplicate menus?

The fact is that the hamburger menu does not suit me at all, I want to make a menu at the bottom of the screen. Should I tinker and make tricky... thoughtful menus or make 2 menus, mobile and desktop, and show one or the other depending on the resolution? How will search engines react to this? Make 2 menus, use the canonical attribute on the main menu.

There is always a noindex, and in general, if you are not looking for the menu, why are you concerned about this issue?
