Is everything on a voluntary basis, or is there some kind of monetization?
If so, what do you think - only in commercial support ( https://jquery.org/support/ ) or something else?

https://jquery.org/donate/ - I suspect that only this + enthusiasm. Again, enthusiasm is not in an empty place - they use the library. Let's say if I want some feature / found a bug in the library I use, I report it in the tracker. If I fixed or added a feature, I'm not sorry to post it as a pull request.
