It may not output anything. title only.
What does the (data-nosnippet) directive do?

This is not a directive, but an attribute to the tags. It more precisely removes the dynamic description. Example, you see that your description is being pulled from the first paragraph.
Surround it and the description disappears. But as I understand it, Google can pick up from another piece of text.

Hello. A year ago, like you asked this question. It is always better to start with a problem statement. Download Packet Tracer, GNS3, UnetLAB - any program for network simulation. Real understanding is possible only in practice. You set a specific goal for yourself: to assemble and configure, for example, a small office network. You can search for ready-made projects and see how they were made, what they set up there. And gradually you disassemble everything that you do not understand at this stage. Here you are already studying the theory, but exactly the one that is needed. If you don't understand anything, then learn the basics: the TCP / IP protocol stack, the OSI model, addressing - a lot of this will seem abstract and distant from reality, but believe me, it gives a strong understanding of how networks work.
As an option, I can offer my small developing site dedicated to network technologies. Here is the link . I have been working on it for a relatively short time, about three months. I write all the articles myself, I try to present the information as clearly as possible.
There are also many other resources to help along the way. One of these is "Networks for the smallest" - probably the best of what was created for beginners to comprehend this path.
