Due to the data placement law in Russia, I was unable to register with Microsoft Azure. The list of partners offered on the site through which you can do this is empty. Please let me know if anyone faced this problem and how to solve it?

I'll write what not to do. I registered amazon aws ec2 from Crimea via VPN, presented a virtual qiwi card. The test dollar was withdrawn, the instance turned around, after a week without declaring war, the account was blocked, support is not responding.
