How do I share web links and documents?

Anyone who works seriously on a computer probably has a lot of bookmarks in the browser, organized in a certain (hierarchical) way, among which you can relatively quickly find what you were once interested in.
On the other hand, many have many downloaded documents stored on disk, with appropriate directories in a hierarchical structure.
Very often both of these hierarchical structures are similar to each other. And when working with a topic, we first look at (for example) what we have stored on this topic on disk - from the corresponding directory, and then the information that we previously saved links to.

Question: Is there any way to "combine" these two search structures. Those. an application in which I could create my own hierarchy of topics, and then enter either links to Internet pages or links to documents on disk into it. Those. do not jump between Explorer and Browser, but concentrate all information (or links to it) in one place. For one thing, do not think about the fact that the structures of directories and bookmark folders need to be synchronized.

Does anyone use any tool for this job?

so here is a whole treatise
on the issue - recently there was a topic about free a la Evernot,
I use both Evernot and PIM - essential PIM (but there are others)
but more importantly - organization of work, I recommend from Vasya Kisly , there you will learn how to attach everything in a bunch according to the task and know where it lies
and mp3, pron, beeches and videobooks can be safely stored in a heap, deleted and downloaded again
PS if you really want to - you can stir up with a local search engine, Copernicus is there and others, including free,
but I recommend getting used to clouds - it will quickly turn out that there is not so much money that brings valuable money,
but for photos there is Picasa
