Who, when developing a project, should deal with the functionality of the basket front-end or back-end developer?

Question for experienced developers. I do more layout in my work, and I do basic things on jquery, I did an e-commerce project and it was time to do the cart functionality (adding, deleting goods, calculating the amount, recalculating when adding an option, etc.) The site will land on Bitrix. The backender claims that this functionality should be implemented by me, as a front-end developer on jquery or js. In this regard, I have a question, how fair is this? I know that Bitrix has the ability to connect a functioning basket, or even if you write from scratch, then there is probably a chance that php will be involved, which means this is part of the backend. And in general, how correct is it to make a basket through js on a serious project? I will be glad to constructive explanation)

Neither one nor the other. It should be developed by a web analyst and marketers, since check-out is one of the most important blocks in an online store. If the front or the back has a special vision, they can finish their "chips" in agreement with the analysts. Otherwise, you can do all the work in vain, since it will be inconvenient / incomprehensible to the end buyer what data to fill in the basket.
After the development of the TK, the whole thing is given to the designer - he sculpts the layouts, and after that, the layout and backend.
