How do I resolve Exchange ActiveSync sync issues?

Good afternoon ladies and gentlemen!
Help, please, get rid of one misfortune.
Given:
1. Outlook 2016 email client with an Office 365 Home subscription (for 5 machines). 2. @ live.com mail
account syncing using Exchange ActiveSync
3. Two computers at work and at home (running Windows 10 and Windows 8.1 respectively) strange, for example: a) Of the five tasks added to one of the clients, four are synchronized, the fifth is not. You delete it from the client, add it again (exactly the same as before) - it is synchronized.
b) You create 10 rules in the web client (move mailing letters into two folders depending on the sender's address) - 9 were synchronized with the desktop client, 1 was not.
Patterns in synchronization / non-synchronization I do not catch any.
Messages in the mailbox are synchronized without problems.
Question:
Is there any sequence of actions that allows:
- Make the synchronization uninterrupted ( ideally )
- Understand what determines whether this or that record is synchronized or not.
