How do I report a domain name registrar and scam sites?

After public threats by one of the residents of Habr in creating sites with my information: https://habrahabr.ru/users/verydima/
A bunch of fraudulent sites from mine appeared on the network. I'm not great with networks etc, but first I was able to trace the original hosting to the cloud, anti-abuse offshore firms. The main hoster (was in my country) demolished these sites. But the swindler took them, it seems, to China.
So far, the domain registrar uniregistry.com is thinking about deleting domains. It's been 10+ days already and sent several complaints. Where can I complain about a domain name registrar that issued domains to a scammer?
So far I have written to ICANN, but they have a queue there. They said they would reply in 5 business days.
