How do I license a group of Windows Server 2008r2 that perform different functions?

Good afternoon. There are 4 Windows Server 2008r2 available. One of them is just a file sharing service, the second is a 1C 7 terminal server and office 2010, the third is a 1C8 terminal server, the fourth is also 1C 7. The servers are not on the same network as employees, access via the Internet. AD is not. There was a question of licensing. As I understand it, you need 4 server licenses, an office license on one server, a Cal license and a terminal license. A total of 51 employees work from home and from the office. From the office, they mostly sit on Debian, a few people on Windows licenses. Those. i need 51 cal licenses and N terminal licenses = number of employees using the terminal? Do you also need licenses for the office according to the number of employees using it?

It is necessary
Windows Server - by the number of servers.
For RDS CAL, you need to count the users using licenses and the devices from which they work, then take it based on what is less. If 51 users work in shifts from 17 computers, then 17 device licenses. If each of the 51 users connects from both work and home computers, then 51 licenses per user. It doesn't matter how many servers they connect to.
For Windows Server CAL - the same, but for each user or device using any server resources (shared folders, printers, remote desktop).
For Office - according to the number of devices from which the office will be used, the license is assigned to each device.

yes, the office is licensed per device:
softmark.ru/services/license_software/microsoft/ms...
and client and terminal licenses, as I understand it, are needed for each server separately
