How do I know that I'm ready to learn neural networks?
Do you need to know probability theory and linear algebra to work with neural networks? Or are there other areas of mathematics you need to know? Is there any list of tasks in mathematics (preferably in Russian), passing which (or vice versa, not passing) will make it clear that I am ready to study neural networks and will not be dumb because of gaps in my knowledge of mathematics?

You can cook forever - and there will always be dark spots. My advice is get started! Start learning from your own practical experience - this is the best and fastest way. You will see all the real problems in your education in the course of the play. And then you run the risk of remaining a womanizer-theorist :))
At least listen to this course, everything is explained as simply as possible here https://www.youtube.com/watch?v=GX7qxV5nh5o&list=P... or, if English is normal, Eun's course on Quocer. What is not clear - google, the main thing is not to rush.
Or here, in Russian, also in sufficient detail https://www.youtube.com/watch?v=riLQCudri7Q&list=P...
First you need to look at the formula for the sum of the weighted inputs of a neuron. Linear algebra is a representation in the form of a product of matrices.
Next, get acquainted with the activation functions (sigmoids and others).
Next, make a layer of neurons, and a network of layers.
And to train the network, read a little about what optimization is (extremum, gradient).
