How do I create an illustration with online help?
A service or program is required to create illustrations (prototypes of interfaces, arbitrary schemes, ordinary raster photographs), in which arbitrary notes can be attached to a specific place.
The creator of such an illustration marks the place and writes a note for it. The user opens this illustration, sees note marks on it, pokes at them and reads information about the selected element to the right of the illustration (or in the drop-down element, but it will block, which is undesirable).
It is desirable that each note can be commented and discussed.
It is also desirable to be able to attach links to other illustrations. For example, when prototyping interfaces, a button can have a link to an illustration of another screen.
Why do I need it? To create online help, to design circuits and interfaces.
It is desirable to be able to save such an interactive illustration in flash or html or some other special format for local distribution viewing.

www.invisionapp.com is a service for discussing layouts and creating clickable prototypes from images. But it doesn't seem to be able to export prototypes as files for local distribution.
