How do I assign an Upwork task to an employee?

I take it there are two options? Register a new person and conclude a separate contract with him (at the same time he will manage his account himself) or manually enter hours of work, but the second option is worse because Upwork does not guarantee payments for these hours? Or is it better to persuade the customer to a fixed price if the project is clear?
