How do hackers withdraw money from cryptocurrencies?

Hello. About a year ago I had a series of burglaries in my city. a letter was sent to the mail with the file "financial report and fines for 2015. when an inexperienced secretary opened it, all files on the PC were encrypted, and a picture appeared on the desktop with the text:" do you want to decrypt the files? email me for further instructions." I became interested and decided to enter into correspondence with the burglar. He wrote me this letter:

Go to the site https://xchange.cc choose: I give Sberbank
(for example) I take Bitcoin btc. Account to which the transfer should be made:
1LmDH3CqCjjYSkFrHJ************CkV Follow the instructions of the exchanger

That's what I decided to ask. How will he get the money then? It can also be tracked. or is it impossible to do, and cryptocurrencies are so cool?
ps the one whose PC was hacked took this correspondence and took it to the police, but they said that it was without a chance.

There are services for mixing coins. Several hundred people throw off a certain amount for one wallet. Then, many small transactions are sent out from one large input, which also pass through other mixers. In the end, after going through a bunch of mixers, the funds are transferred to several user addresses minus the commission. The commission here also plays the role of protection, because. the input and output to the mixer is different, i.e. the owner of the coins cannot be calculated from the amount invested in the mixer.
