How convenient is it to change the order of pictures in a folder by changing the file name?

There is a folder, there are 100 pictures in the folder. You need to change their order, while their names should change.
It is desirable that it be
dodge charger 01.jpg
dodge charger 02.jpg
dodge charger 03.jpg
etc.
It would be ideal to have some kind of visual editor a la Picassa, in which you could change the order of the pictures in the folder with the mouse, and after that it would change the order of the files so that you can then upload them to the server and there they would be in that the same order.

The option in which sorting occurs immediately on the server will also suit. Perhaps there are ready-made scripts or extensions for some CMS?
Perhaps there is also an alternative solution that I didn't come up with?
