The best photo recognition service or app?

There is a large archive of photographs, the volume is more than 30,000 pieces, of various genres, B&W and color.
It is necessary to automatically recognize each photo, attach tags to it, for example: "man, woman, in a red dress", or "street, lamp". Manually sorting such a volume - you yourself understand how bad an idea it is.

As I see myself as a solution to the problem: all photos are stored locally on the computer. It also runs a script that sends a compressed copy of the photos one by one to the photo recognition service. Receives the response as a list of tags, saves it with a link to a photo (in a database or even in a text file), and then repeats the iteration.
