How can you punish competitor sites for gluing?

I know for sure that a competitor owns several sites, I even know some criteria such as the same domain owner, one product price, etc., etc., according to which sites can be glued together. However, after my complaints to Google, three months later, nothing happened. What can be done? How to deal with an unscrupulous competitor?

Why is he not honest? Well, a person has made several sites for himself, and so what? If the PS does not drive one of them under the filter, then they are not copies of each other and there is no reason for that.
And your criteria are not the basis for any sanctions at all.
Or have I misunderstood something?
