Hello.
I need to do something similar to this codepen.io/anon/pen/qdyQrr
there are pictures from different angles + do with hover I found this link (the one at the top) and didn’t understand how to generate it? Please tell me I'm the first race to come across this. Thanks everyone.

Рисовать в векторе нужно. Либо в вашем случае, самое простое решение это html map area.
Заходите сюда htmlmapgenerator.ru, загружаете картинку и размечаете области, в ответ получаете готовый код.
Но лучше конечно в SVG. Можете тут попробовать что-нибудь нарисовать в векторе, если не очень сложное editor.method.ac
